Retail and administration sectors anchor the communities within the Special Areas and present opportunities for growth. New technologies greatly improve business opportunities making the combined rural lifestyle and job of choice difficult to resist.

The Village of Consort is the largest community located within Special Areas No. 4. With a population of 739, it is considered the trading hub of the area which encompasses the Village of Veteran, Hamlets of Monitor, Kirriemuir, Altario and Compeer and the Special Areas for a total service area of approximately 2421 people.

Quality programming for children begins with playschool and continues into the schools. Starting at kindergarten through grade 12, classrooms are equipped with the latest technology providing students a high level of education which enables them to be competitive in all facets of life.

Recent community initiatives saw the building and development of an accredited daycare which in its first year has been wildly successful. In addition, the community built and landscaped two beautiful new residences to house its medical personnel. Finally, recent multimillion dollar enhancements of the local community recreation facilities and Senior's Lodge with shovel ready plans to build an accompanying Community Drop Inn Center complete the community picture.
