The role  
In adherence to Queensland Health's foundational principles, this role takes a pivotal position in governing and managing the Queensland Health Purchasing Model, that records all funding allocations provisioned to Hospital and Health Services (HHS) in accordance with the National Health Reform Agreement. Beyond operational leadership, the Manager assures the effective classification of financial data to maintain a minimum data set that traverses decades, actively seeks to introduce more transparent information into the purchasing model and enhances the model's functionality to produce comprehensive funding tables integral to Health service contracted service agreements. Moreover, the role extends to establishing and maintaining rigorous standards for financial data classification, metadata, and reporting, thereby fostering consistency and transparency across multiple fiscal years. 

Strategic engagement with stakeholders is paramount, necessitating the provision of high-level advice, training, and mentorship to ensure effective utilization and comprehension of the purchasing model's intricacies. This includes navigating the complex relationship between activity-based funding and the purchasing model, as well as spearheading quality improvement initiatives aimed at refining data transparency and accuracy. Additionally, the role encompasses leadership in project management, team performance management, and continuous improvement efforts within the Healthcare Purchasing, Funding, and Performance Branch. Through these multifaceted responsibilities, the incumbent plays a crucial role in upholding Queensland Health's core values and advancing its mission of delivering high-quality healthcare services to the community.

The successful person
Successful performance in this position necessitates prior experience handling financial and/or healthcare activity data, including reporting, modelling, forecasting, predicting, confirming, and drawing insights from analysis. Additionally, familiarity with healthcare funding, purchasing, and/or commissioning models within a healthcare setting is essential.

Exceptional communication skills, encompassing both written and verbal proficiency, are required, along with a proven capacity to compose and address executive-level correspondence within stringent timelines. Furthermore, demonstrated competency in managing diverse projects spanning multiple teams, while adhering to specified timeframes, scope, and budget constraints, is paramount.

A degree in data science, financial forecasting, management accounting or financial accounting would be beneficial.

HPSP ensures health funding is used effectively to meet government priorities and achieve performance objectives outlined in agreements and contracts arising from purchasing decisions. As part of the commissioning role, the Division has responsibility for investing $18 billion on behalf of the State and managing community services contracts to the value of approximately $280 million.
