The successful candidate will be responsible for the provision and co-ordination of a safe, efficient, and cost-effective phlebotomy collection service for both inpatient and outpatient areas, that meets the needs of the Gold Coast University Hospital and Health Service District.

Key competencies (role specific criteria)

  • The ability to communicate at a high level with multi-disciplinary hospital staff and consult with client's both internal and external to the organisation to provide effective resolution of complex issues to ensure optimum patient care and service delivery.
  • Well- developed interpersonal and communication skills including conflict resolution, negotiation and influencing competencies.
  • Maintain and apply specialist knowledge, skills and experience in phlebotomy collection and provide specialist support and advice regarding complex resource and operational issues relating to service provision as required for the Gold Coast Group laboratories.
  • Maintain phlebotomy competency and regularly perform collections as required to support service provisions.
  • Manage the recruitment, induction, training and performance appraisal and development of all phlebotomy staff to ensure the provision of a high standard of service to clients.
  • Ability to plan and prioritise to effectively manage the customer service function in alignment with the overall strategic and operational plan of the Department.
  • Provide ethical decision making in the achievement of organisational goals.
  • Take responsibility for enacting strategies that support a work-based culture that promotes and supports education, learning research and workforce development.
  • Manage cost center expenditure and investigate anomalies and participate actively in strategic planning including preparation of staffing submissions and planning for capital projects.
  • Manage the development, implementation and review of systems, policies, and procedures to support effective and efficient phlebotomy collection practices within Pathology Queensland Gold Coast Group Laboratories, ensuring continual improvement of patient care and service delivery outcomes.
  • Represent the Gold Coast Group Laboratories on the Pathology Queensland Specimen Collection Discipline Working Party and develop collaborative working relationships with key stakeholders and team members.
  • Manage and co-ordinate the physical, financial, and human resources of phlebotomy collection across multiple sites in line with the strategic direction of the Gold Coast Group Laboratory and develop strong team ethics to support the operations of a 24/7 laboratory service.
  • Ensure pre-analytical services comply with all relevant legislative, administrative, and professional standards to meet National Association of Testing Authority/International Standardisation Organisation (NATA/ISO) accreditation/certification requirements across the Nambour group laboratories by reinforcing continuous quality improvement.

Qualifications, registrations and other requirements

  • Mandatory Certificate III or IV in Pathology Specimen Collection.
  • Experience and/or qualifications in management is considered desirable.
  • The candidate will also undertake frequent manual handling, bending and lifting tasks.

Vaccine Preventable Diseases (VPD) requirements

  • It will be a condition of employment for this role for the employee to be, and remain, vaccinated against one or more of the following vaccine preventable diseases during their employment: Hepatitis A & B, Measles, Mumps, Pertussis, Rubella and Varicella.
  • Additional vaccinations including Japanese Encephalitis and Rabies may also be required for this position.
  • Existing staff that are engaged prior to 1 July 2016 are not subject to this condition of employment unless they apply for a role with VPD requirements that is with a different Queensland Health entity (i.e. one HHS to another HHS, department to a HHS, or HHS to department).
