Are you a proven Health and Safety professional who is a key contributor to the management of teams and capable of developing, recommending, and presenting multiple solution options? The People Services team at the City of Medicine Hat is looking for a Manager, OHS to join our team! This non-union management position is required to lead the development, implementation, and ongoing maintenance of a corporate occupational health and safety strategy as it relates to occupational health and safety. This position provides support and direction on the maintenance of the overall company health and safety program.


Your Key Responsibilities:

Builds relationships within the organization that promote health and safety:

  • Establishes and maintains strong working relationships with corporate departments to understand their varied operations and respective health and safety support needs.
  • Build and maintain cooperative relationships with all stakeholders to mutually strengthen the overall level of service by the People Services department.
  • Works collaboratively with People Services leaders to translate the business initiatives and requirements into development strategies and learning plans required to develop leadership competencies throughout the organization.

Provides leadership to the Occupational Health and Safety team in the planning, implementation and evaluation of programs and services offered:

  • Exhibits a strong and proven understanding of corporate health and safety programming, legislated standards, jurisprudence and assists the team in meeting those standards / outcomes.
  • Coordinates the gathering of applicable data and analysis for the purpose of evaluating current program efficiencies, cost, and effectiveness. Oversees the efforts of team members to deliver excellent, customer-focused programs and services including addressing resource requirements and resolving issues. Identifies development opportunities for employees to maximize their potential.
  • Oversees all disability management for the City of Medicine Hat.
  • Investigating serious injuries in collaboration with facility H&S advisors to identify root cause, countermeasures and validate action plan.

Facilitates development of corporate health and safety policies, programs, and services:

  • Directs delivery of programs and services including managing necessary internal resources or contracted services.
  • Ensures roles and responsibilities are clearly defined, understood, and acted upon by Departmental Managers, Supervisors, Joint Health & Safety Committee members, and all employees.
  • Develops, implements, and monitors the Safety Program.
  • Seeks continuous improvement to safety programs by ensuring monthly departmental safety inspections, hazard analysis, periodic and annual audits are complete.
  • Provides a highly visible presence in the organization by the safety team and ensures that safety and compliance issues are addressed.
  • Develops promotions/communications related to corporate health and safety strategies.
  • Ensures engagement and timely reporting/follow-up on critical injuries, Ministry orders to Workplace Health & Safety officials.

What You Bring:

  • Broad knowledge of applicable legislation and regulations governing occupational health and safety in the Province of Alberta.
  • Broad understanding of occupational health and organizational wellness initiatives and their effective application.
  • Excellent relationship and team-building skills with leaders, unions, colleagues, and staff throughout the organization.
  • Demonstrated ability to lead a team of professionals in developing commitment and ensuring accountability to established objectives.
  • Proven business acumen and ability to think strategically while partnering with various departments to meet the organization's needs and requirements.
  • Advanced facilitation / presentation skills to express ideas, engage others and influence action towards various health and safety outcomes.
  • Ability to plan, develop and implement policies, programs and services that bridge corporate objectives and departmental needs including completing work at a task level.
  • Knowledge of project management principles and ability to use a systematic approach to make decisions and advance initiatives.
  • Demonstrated understanding of municipal operations and how departments deliver services.

Qualifications:

  • Post secondary education directly related to occupational health and safety.
  • A minimum of 5 years' related experience.
  • Possess or be in the process of obtaining the CRSP designation.
  • Knowledge of the Health and Safety Act and WCB Policy, Environmental regulations.
  • Demonstrated leadership and communication skills, both written and oral.
  • Strong PC skills and experience with Microsoft Office software applications.
  • Experience in development, implementation and maintenance of occupational health and safety programs.
  • Experience in leading professionals and developing teams.
  • Experience with mid to large organizations operating in a unionized environment is an asset.
  • Preference for additional education, certification and / or experience in organizational occupational health and safety.
  • An equivalent combination of management approved training, education, skills and experience may be considered.
