Band 5 Electrical Team SupervisorJOB PURPOSE:To be responsible for the supervision, management and allocation of a multi-disciplinedworkforce and resources undertaking work associated with all engineering plant, buildingfabric and equipment to the estate within the Trusts Establishments. Provide technicalsupport to estates staff and contractors on issues that are complex and non-routine. Followdepartmental and Trusts operating policies and procedures guided by building and H & Sregulations when undertaking this role and works closely with the Estates Officer but alsoindependently without regular supervision.FREEDOM TO ACT:Post holder is required to be accountable for their own actions and those of others, to useown initiative and act independently with in DCH policy and guidance. To supervise decidethe best method to achieve the level of service response appropriately, whilst remaining incommunication with the appointed and responsible persons.1. DIMENSIONS:The post is based in the Estates Department. Work undertaken will cover the Dorset CountyHospital NHS Foundation Trust site in its entirety, plus off site locations. All team membersare required to work unsupervised within departmental standard operating procedures and toprioritise their work schedule.2. COMMUNICATION AND WORKING RELATIONSHIPS:To maintain good working relationships and communicate effectively with users ofthe services and colleagues to include ward staff, other departmental staff andexternal contractors.Is an active member of the team.Is flexible in their approach to work.Negotiates on a range of technical issues with contractors and suppliers.Plans and organises their own work to provide an efficient service to all wardsand departments.Negotiating and use of persuasive skills will be required to gain co-operation withmaintenance staff, gain access within wards and departments and explainstechnical issues to non-technical staff.Forms of communication used will be verbal and written work returns, record ofwork done.The Post holder analyses the jobs that are allocated comparing a range oftechnical options and evaluates the best solution to the problem presented.3. KEY RESULT AREAS:The post holder will have responsibility for providing a technical engineering advice andsupport for the maintenance of equipment, fabric and utility services for the trust. Supervises/ manages direct labour force and contractors together with:Responsibility for Patients:To assist patients during incidental contact.Responsibility for Policy and Service Development:To implement new and revised policies and changes in estates services and whereappropriate review estates policies.Responsibility for Financial and Physical Resources:To be an authorised signatory for payments, to monitor project budgets associated with therepair and maintenance of physical assets.Responsibility for Information Resources:To be able to enter data associated with stores maintenance and to process jobrequests via the Estates electronic request system. To analyse these using technicalknowledge to update records including creating own spreadsheets to his / her area ofwork and to enter data.Responsibility for Research and Development:To undertake surveys or audits as necessary to your own workPhysical Skills:To accurately use highly developed physical skills in the use of fine tools, materialsand equipment.Analytical & Judgement Skills:Taking account of H & S and current legislation undertake fault diagnosis, interpretstechnical information, formulates technical solutions to improve equipmentperformance and to analyse suitability of equipment together with interpretoperational manuals.Planning & Organisational Skills:To plan, prioritise and adjust a number of complex activities or programmes, liaisingwith user, contractors and specialist agencies together with adjustment of staffinglevels.Additional Key Result Areas:To directly supervise the multi-disciplined direct labour force including monitoring,timekeeping and discipline.To negotiate with departments for access to allow repairs to be undertaken explainingtechnical issues to non technical staff.To manage and plan access to departments for maintenance contractors, ensure thatH & S procedures are documented keys and permits issued.Provide quotations to other departments based on time and material costs.To plan maintenance activities including staff rotas and overtime works, sourcesupplies using technical knowledge of electrical, mechanical and building materialsand processes.To assist Estates Officer in the maintenance of stock and supplies for the EstatesDepartment.To collect, collate and assimilate technical information to support the departmentsgovernance records of maintenance activities.To be able to prioritise urgent and non-urgent repairs using knowledge of electrical,mechanical and building systems.To monitor the completion of time sheets and job dockets, including reporting anyperformance issues to the Estates Officer. To undertake return to work interviewsfollowing staff absences due to sickness.To ensure that safety procedures are observed in the use of Plant Equipment,Materials and Working Procedures and ensure that a safe working environment ismaintained at all times in accordance with Health & Safety Regulation.To assist with induction training of new staff and to train new and existing staff in theapplication of new equipment and procedures.To work outside his/her trade in the event of an emergency or as directed by theEstates Officer/Head of Estates.To be able to drive and hold a clean driving license.To take part in an emergency on-call rota.Any other duties as delegated by the Estates Officer relevant to the post/department.To participate in appropriate training as required by this position and determined bythe Estates Management Staff.4. ENVIRONMENT AND EFFORT:Physical Effort:Frequently required to exert moderate physical effort for short periods (up to 20minutes) within each shift.Frequent use of ladders and working at height.Required to access duct work and undertake tasks with space restriction.Required to lift and move heavy specialised equipment and materials.Highly developed physical skills required for manipulation of fine tools and equipment.Highly developed physical skills required for manipulation of fine tools and equipment.Mental Effort:Frequent concentration required when fault finding or reviewing repair requests.Technical specifications. Ability to deal with several events occurring at the same time.Interruptions for emergencies. Work pattern that is unpredictable.Emotional Effort:Occasional (less than once a week) exposure to emotional circumstances by contactwith patients.Working Conditions:Occasional exposure to unpleasant working conditions, dirt, dust, noise, heat,humidity, height, confined spaces and inclement weather.5. HEALTH AND SAFETY:Under the Health and Safety at Work Act 1974, as an employee, you must take reasonablecare for the health and safety of yourself and for other persons who may be affected by youracts or omissions at work. The Act also states that you must not intentionally or recklesslyinterfere with or misuse anything provided in the interests of health, safety and welfare.You are also required to make yourself aware of the Trusts health and safety policies and toreport any accidents/incidents.6.
