About you:

  • Comprehensive knowledge and proven ability to understand a range of legal and contractual requirements within a state government or health service environment.
  • Demonstrated extensive experience in procurement services within a large and diverse organisation.
  • Demonstrated ability to provide effective leadership and management of staff within a team environment.
  • Demonstrated high level analytical and problem-solving skills, relevant to managing complex issues. This includes the capacity to define and establish priorities, work under pressure, and meet deadlines in an organisational environment of rapid change.

Your Opportunity: 

This is a key role, accountable for the delivery and governance of strategic and operational contract management and procurement activity.

In this role, you will:

  • Provide leadership and direction within the unit to achieve CHHHS's strategic objectives.
  • Provide advice and assistance to CHHHS executive and senior management to support outcome focussed commercial negotiations ensuring the achievement of effective and efficient HHS value for money operational and business services.
  • Analyse existing contractual arrangements pertaining to clinical and non-clinical goods and/or services where greater efficiencies and savings can be gained via processes and procedural practice changes.
  • Negotiate with suppliers/contractors to co-ordinate and implement changes and report benefits to the Chief Finance Officer.
  • Build strong and effective relationships with internal business clients and outside parties by utilising in-depth knowledge of areas of responsibility to resolve legal inquiries and provide effective support for the resolution of legal issues.

Your Role: 

  • Provide a single point of contact for all types of contractual arrangements prior to execution by the Chief Executive/delegate to ensure standardisation of processes. This includes:
    • Managing the review and identification of risk within memorandums of understanding, service level agreements, leases, and licences etc. to ensure alignment with and achievement of Government priorities and understanding CHHHS's organisational objectives and aligning operational activities accordingly within those arrangements.
    • Managing and co-ordinating the referral and engagement of external legal service organisations for complex matters
  • Provide high-level consultancy and advisory services to stakeholders, to ensure the development and maintenance of sound business relationships with parties and industry to prevent or control poor performance and non-compliance to contractual arrangements.
  • Lead and facilitate the management of the CHHHS Contracts Register, records management and financial reporting processes.
