RESPONSIBILITES  

Without limiting the authority of AHS relative to its administrative structures, the responsibilities of the Community Medical Director include, but are not limited to (2.5.2):

·         Utilize assigned Alberta Health Services email address for all administrative matters;

·         Accountability for Practitioner-related matters, as well as operational decision requiring Practitioner input or leadership, that arise within the Facility(ies) and/or community(ies);

·         Advancing the perspective, advice and resource requirements of the Medical Staff providing services in the Facility(ies) and/or community(ies);

·         Advocating for the provision of high quality and safe Patient care in the Facility(ies) and/or community(ies);

·         Performing all duties assigned to him/her in these Bylaws and the Rules; and

·         Performing all duties as may be delegated by the Zone Medical Director or designate.

Other Collaborative Relationships

·         Partnerships with other Medical and Operational leaders in South Zone and AHS Provincially;

·         External stakeholders including, but not limited to, Alberta Health (AH), Alberta Medical Association (AMA), College of Physicians and Surgeons of Alberta (CPSA), and Community Leaders.

Duties

1.     Operational Leadership

·         Review and make recommendations regarding qualifications of medical staff applicants for appointment, reappointment and privileges per the AHS Medical Staff Bylaws & Rules;

·         Establish and maintain effective communication with, including, and not limited to:

oSite Department members;

oOther members of Medical Staff as needed; and

oSite Department management and AHS operational leads.

·         Organize and chair site Department meetings which shall occur at the discretion of the Department;

·         Involvement in the formulation and implementation of policies/pathways/guidelines related to the Site and/or Department;

2.     Strategy and Quality

·         Work collaboratively with other Community Medical Directors to ensure high quality and safe Patient care, and coordinated service delivery, within all Facilities and communities of the Zone;

·         Develop and implement ZCD policies regarding quality and safety of Patient care in support of Zone Rules and policies;

·         Promote best clinical practice and advise Zone Medical Affairs and Clinical Operations of new developments in medical practice and techniques that may benefit patient care;

·         Promote and support continuing medical education for Department Members;

·         Promote and be involved with initiatives focused on system optimization;

·         Assist Zone Medical Affairs and Site Department Operational Leads in the Accreditation process.

3.     Relationship Management

·         Participate in investigation and resolution of complaints involving Department members in compliance with AHS bylaws;

·         Resolve dispute/conflict within the Department in compliance with AHS bylaws;

·         Responsible to provide reasonable assistance to make alternative arrangements for service coverage, if urgent circumstances limit or prevent a Practitioner from fulfilling their on-call and Service Coverage responsibility; [Bylaws 4.2.7 ]

·         Responsible for overseeing the collection and forwarding notification of “Absence from Clinical Practice in Sites of Clinical Activity” to Zone Medical Affairs Office.

4.     People Management

Supporting Zone Clinical Department:

·         Ensure that all members of the Site/Department are aware of their expected compliance with relevant legislation, bylaws, regulations, and other applicable policies;

·         Ensure call rosters for the Site/Department are established and maintained;

Practitioner Workforce Plan:

·         Work collaboratively with Zone Medical Affairs to maintain the Practitioner Workforce Plan;

·         Provide information and projections for recruitment and retention of a sufficient number and appropriate mix of Practitioners with the required skill sets and in the required communities and Sites of Clinical Activity. [Rules 3.2.1 a)]

Physician Recruitment and Retention:

·         Work collaboratively with Zone Medical Affairs in all phases of physician recruitment and retention, including:

oContributing to completion of an Impact Analysis that identifies the required resources, operational impact for each proposed Medical Staff position in the Facility, and contribute to prioritization of proposed positions in the Zone [Rules 3.2.2];

oParticipate in the review of applicants and their qualifications, site visits, interviews, etc.

Orientation:

·         Responsible for the orientation of each new and locum Practitioner to relevant AHS systems and processes and their Sites of Clinical Activity. [Rules 3.7 a)]

Periodic Reviews and Performance Assessments:

·         Conduct Periodic Reviews, Probationary Assessments and Performance Management as required.

Triggered Initial Assessment, Triggered Review and Consensual Resolution Process:

·         Participate in investigation and resolution of complaints involving Facility Medical Staff members in compliance with AHS Bylaws and Rules with the direction or request of the Zone Medical Director. [Bylaws 6.3 and 6.4]

5.     Resource Management

·         In conjunction with Zone Medical Affairs and Site/Department Operational Leads review and promote the most effective utilization of resources;

·         Assist in the assessment or and prepare a list of new equipment required at the time of budget preparation;

·         Assist Zone Medical Affairs and Operations in planning for future Department/Site needs and development of services;

·         Assist Zone Medical Affairs and Operations in recommending admissions and/or discharges in times of bed shortage, pandemic, disaster, strike, and other unforeseen circumstances.

 

  

South Zone Medical Leaders must have a Zone-wide perspective and an approach to leadership of contributing to the broader vision. Leaders will be supported in, and must subscribe to, leadership development opportunities. The CMD collaboratively engages with other Community Medical Directors, Zone Clinical Department Heads, Section Chiefs, health care providers, and other AHS services for the implementation and delivery of strategies for improved healthcare and safe, quality patient care.

Accountability

CMD’s are appointedby the South Zone Medical Directorafterconsiderationofasearch and selectioncommittee, and are directly accountable to the ZMD and/or designate.[Bylaws2.7.1.3 &4].

 

The CMD – Raymond shall be directly accountable to the Associate Zone Medical Director, Rural West
